Director of Network Planning

Description:We are seeking a Director of Network Planning to ensure the Birch network is built and maintained in the most cost efficient manner while supporting adequate quality standards. The Director of Network Planning will report to the VP of Engineering and assume responsibility over key network optimization projects and initiatives.
Duties:Essential Duties and Responsibilities include the following: (Other duties may be assigned.)
*Analyzes Birch TDM and VoIP networks and identifies optimization opportunities
*Builds complex network cost models to demonstrate project ROIs
*Structures the analysis results in a comprehensive and easy-to-understand manner
*Communicates project scope and benefits to the Senior Management Team and other stakeholders in a manner appropriate for the specific audience (e.g. technical vs. financial)
*Properly prioritizes optimization projects taking into account financial impact and other relevant factors (e.g. complexity, network reliability)
*Works with other Engineering Team members and other Departments to manage the execution of the projects ensuring their fast and efficient completion
*Negotiates with network and equipment vendors to obtain most favorable products and services
*Upholds Birch company virtues and exceed service levels and reliability standards as assigned by management.
*Establish logistical process control for all equipment and develop MOP for supply chain control of new network elements
Qualifications:Education and/or Experience Requirements:
*Bachelorís Degree in Engineering, Technical, or Business Administration Required. MBA a plus, but not required.
*10+ years of Telecommunication industry experience with 5+ years at the Director level
*5+ years hands on experience applying Project Management skills and principles including scheduling, resource allocation, task dependencies and coordination
*Hands on experience managing data, IP, and voice capacity planning and least cost routing *Hands on experience managing the build out of voice-based collocations including the planning functions of a network with Class 4 and 5 switch capabilities
*Hands on experience managing IP (and other ancillary asset) allocation functions for CLECs or similar

Knowledge and Skill Requirements:
*Excellent understanding of TDM and VoIP voice networks including signaling protocols (SIP, MGCP, SS7, ISDN), switching equipment (Softswitches, Lucent 5ESS, Nortel DMS), and supporting equipments (DACS, MUX) in a five nines availability environment
*Excellent understanding of IP networks concepts and practices such as TCP/IP, UDP, NAT, PAT, routing protocols, Ethernet standards and their interplay with Voice networks
*Expert understanding of Telecommunication business concepts, contracts, and practices (e.g. tariffs, LD least cost routing)
*Good understanding of basic and complex financial modeling concepts e.g. ROI, NPV, IIR
*Excellent analytical and problem solving skills
*Excellent Microsoft Excel spreadsheet analysis skills including advanced concepts (e.g. pivot tables)
*At least basic understanding of SQL and databases
*Experience with business intelligence tools and platforms a plus
*Adaptability, flexibility, and creativity a must
*Strong negotiation skills
*Superior interpersonal skills and ability to effectively lead a team
*Excellent Time management skills
*Ability to meet critical deadlines
